Franc Rozman (Stane Mlinar) is a national partisan hero.

Franc Rozman – Stane was born on 27 March 1911 in the village Spondje Pirniče pri Medvodah. He had a hard, poor childhood. He was appointed caretakers, one of whom was Valentin Tin Rožanc, a communist and later a national hero. Rožanc had a great influence on Franc, who also shared his communist ideas. As a young boy, Franc had great enthusiasm for a military career and in 1932, he was conscripted into the national military service. On 1 October 1936, he volunteered to fight in the Spanish Civil War as one of the Yugoslavian volunteers. In 1937, after finishing the school for non-commissioned officers, he first became an assistant and then a commanding officer of a company, a captain and a commanding officer of a battalion. He became a member of the Spanish Communist Party and in 1939 also member of the Communist Party of Yugoslavia.

During WWII, he was imprisoned in French camps and was sent into forced labour in Germany after the Yugoslav capitulation. He escaped and returned to Yugoslavia, to Ljubljana, where he became a military instructor with the High Command of the Slovenian partisan forces.

He set up the Styrian Battalion (Štajerski bataljon), which participated in the attack on Šoštanj and several other battles in the winter of 1941/42. He received one rank after another: he became the commandant of the 2nd group of detachments, the commandant of the 4th Styrian operative zone and then the commander of the High Command of the National Liberation Army and Partisan Detachments of Slovenia. At the assembly of Slovenian delegates in October 1943, he was elected into the Slovenian National Liberation Delegation and into the delegation for the Anti-Fascist Council for the National Liberation of Yugoslavia (AVNOJ). In 1944, he led important military operations across the entire Slovenian territory and personally participated in larger actions of the 7th corps. In September of the same year, he became a lieutenant general.

On 7 November, he was badly wounded during the testing of a new PIAT weapon sent to the partisans by their British allies. He died on the same day in the partisan hospital Kanižarica pri Črnomlju. He was temporary buried in Črnomelj until 1949, when he was moved to the Tomb of National Heroes in Ljubljana.

He was awarded the Order of the Partisan Star, Class I, and the Partisan Commemorative Medal 1941. In Spain, he was awarded a medal for courage and the order of the Spanish War for Independence. In 1944, the Soviet Union awarded him the Order of Suvorov, Class II, and on 11 November 1944, the AVNOJ Presidency awarded him the Order of National Hero for organisation and strengthening of the National Liberation Army and Partisan Detachments of Yugoslavia for his command skills and for personal courage shown during the entire National Liberation Struggle.

Franc Rozman – Stane is one of the most important military figures from the national liberation struggle period. A well-known partisan song called Komandant Stane is dedicated to him. Many streets and roads in Slovenia are named after him as well as many elementary schools and the military barracks in Ljubljana.

To celebrate the one hundred year anniversary of his birth, the Republic of Slovenia issued a commemorative two-euro coin. The author of the design was Edi Berk. One million copies of the coin were made and forged in Finland. It was put into circulation on the first day of spring, 21 March 2011.
